Toro Mower Pull cord issue?

Our mower was working fine. One day it stalled and now the cord will only pull out about 4-6 inches. It seems as there is a safety catch stopping the cord from being pulled all the way. There is a "click" when it reaches the 4-6" point. I am holding down the safety bar, but nothing. I checked the cord that tells the mower that the safety is engaged, and it's fine. Any ideas? This mower had regular yearly service before I purchased it used from a friend. I've only used it 4 times. Thanks in advance for any help you can give me.
