    What are the causes of gas in the oil sump?

    A sticking needle valve, causing flooding of the carb. Which will in turn flood the intake and the gas can go into the cylinder and down into the sump. Clean the carb. And install an inline fuel line shutoff valve.

I have a briggs 23hp on my mower. Many times when I try to start,it tries but doesn't. If I turn engine bach 1/4 turn by had at fan cover it starts fine. The battery is new and fully charged. What could cause this? Thanks
