Riding mower loses power under a load

I have a John Deere 285 that was working great one day and the next day bogged down badly when I engaged the mower deck or tried to climb a small hill. I changed the plugs, cleaned the filters, checked the fuel pump, removed and cleaned the carb, ran it without the muffler--all to no avail. I haven't changed the gas, but the same tank was working just fine the week before. What else can I check?
Jeff

Thanks! I have checked the spring and it's there and tight, when the throttle is set on fast, but it's loose when the throttle is set on slow. I'm not sure if that's normal or not. I did note, though, that the governor does not return to the full closed position when the spring tension was released by the throttle.
