It's probably not worth the aggrivation. Take starter over to lawn mower shop. Guessing <$15.00 and a day or two including rope. There was one post here, how to do it.

Remove blower housing, then remove old rope, rewind the spring, insert new rope, tie knot in both ends, and let go. The rope will go in on its own if you done it right.
