how to replace starter rope on snapper weedeater

I have a Snapper weedeater model #S31sngbc could someone tell me how to replace the starter rope I have most every thing apart but there is still a housing around the pully!!!!

Can you get that housing off?

Most you take the pulley out, take the old rope off and put the new on, burn it into a point on the ends first. When its on the pulley, use a little tape to hold the end. Put the pulley back in and onto the spring, use the pulley to wind it up, and pull the string out the hole, lock the pulley down before you flip it over to put the handle on.

If the spring pops out, wind it up in your hand and put it back in.
