    There is no way to per say adjust the compression release, it is on the camshaft and either works, or don't. What your problem probably is is the valves need adjusting. If you are attempting to start and the engine turns a little then stops, and then goes, just to momentarily stop again, or in some cases the engine will turn a little, then completely stop, and sometimes start and sometimes not, I would lean toward the valves being out of adjustment.
