clay soil and grass

I am frustrated by the clay soil in my front lawn. I have aerated twice and put manure and compost topping with new grass seed. Is there any way to get the soil to break down so I can have a decent lawn without tilling the entire area? Oh, the grass goes dormant in the heat of summer and a friend said it is a rye grass--and not particularly attractive.
Help!
