changing lawn tractor belt

I have a kgro 16 hp 42 inch deck mower. I think it is a 1994 or 95 model. I bought a replacement belt, It does not seem to fit, too tight. I dropped the deck and put the belt on following the diagram, it sems like belt is too small. I'm wondering if it it a short cut or some way to release the tension pulley...I don't have manual..
