Having the same problem, have you been able to correct the flooding.
Probably not adjusting the carb right. 2 screws, one larger than the other, right?

Will be a Tecumseh, so the adjustment on the screw at the bottom of the carb is shut and then opened one and one-half turns. Final adjustment done at full throttle. The one in the body of the carb starts at the same and is adjusted second at idle by slowly closing until engine speed drops and opening until engine speed drops and putting in the middle of that range.
The float height, inlet needle/seat combination can cuase the same problem, but generally only happens after someone has disassembled the carb. Usually the opposite result happens from a sitting engine, starving for fuel. I have manuals but they are pdf and to big to attach.
