Another lawn mower.....

Hi, folks
My B&D Lawn Hog is sorta "seized up".
Lights dimmed last time I tried it.
Brushes and retainers look a bit baked, and it shot a bright spark when I checked it again.
Thinking of changijng all of the top end, around $30 for parts.
Think it's worth it? It's very clean and looks almost new. I don;'t do golf. I fix these beasts and give 'em away to people who need 'em. ??? ???
I think it could have sat outside for too lomg.
Also - are there manuals for these ?
