16.5 mtd briggsandstratton stater bad?

I have a 2004 mtd lawntractor for a while I kepted having a dead battery seem to have fixed that when I got to cut grass and start it it I have to turn it several times the first few times I do this the starter is hot I have put a multimeter on my battery and it is at 12.67 volts it seems after I try for quite a while the starter will spin the motor and it starts oil is good I use ams oil I can spin motor by hand what next it seems like the stater arm is not disengaging when the keey is off

The starter should engage when starting, and disengage when its started....

Does it just turn over and over and over, then it starts..... Or hangs up? The oil isn't the problem.... Actually a good choice (use mobil 1 myself) make sure the starter is on good and tight... The starter gear looks good right? If it just turns over and over and over..... At a good rate?
