Show I watched in the 90's on PBS kids that I can't think of the title?

I remember this show that I watched on PBS kids. I remember that the show was about these two kids one was a boy and his older sister( i think). I remember that the girl could tell stories. The toys there could talk when there was anybody present. There was a mermaid that was on the wall. Also there was these three small people. Two of them could not talk english but a strange language. And another one that could. They lived in this house there. But that's all that I can remember about it. So can anybody tell what I'm think of.

It was a show or it was one of those very short shows b/w, after, or before a normal length show. I can not remember a lot but this is what I can remember. I want to say the characters had something to do with being Hispanic, there was some connection to that because I remember it... Also, they lived in like the woods in a house or fort type of thing. The characters were animated and were supposed to be humans, not animals.
