LCD TV Picture quality

I've noticed that when I'm watching TV programs where the picture shows an open window blind, lines run across the whole picture from the blinds.

I don't remember this happening on my old CRT, but this happens on both my 32" LCD TVs (one is a Toshiba HD-ready only a few months old). Is this a feature of the technology, or do I need to adjust my LCD TVs, or do I need to buy a better model?
