Early 90's kids tv little people who lived in a tree

Movie from early 90's about fairies that looked like tinkerbell and lived in a forest? It's not ferngully. Nor the prince and the fire one-or whatever it's called.

I used to watch this movie all the time along with once upon a forest they were my favorite its has been yrs that I haven't seen both . The one I'm looking for is about 2 penguins they are best friends one seems to be fat and tall the other one is a rockhopper type of penguin I think his colors...

The movie has 2 boys. Not sure if they are brothers or friends? But there is the raisin lady in it and one put a cotex on the other boys head as like a bandaid or something. They bite foil or the siver gum wrapper. I don't know the name and have benn looking forever for this movie. Anyone know?
