It depends on your motive here, I think.

If its meant to hurry along her dumping the bad boyfriend then I would say a definate no, not good reason. I would consider that to be interference and somewhat manipulative on your part. She doesn't need "rescuing" either so put away any white knight ideas, should those be occurring -- those belong in movies and fairy tales! LOL

Now if its meant to say nevermind everything else, I just want her to know how I feel and I would be telling her this at this point with or without any boyfriend in the picutre, then perhaps yes. Bear in mind that while you are laying your cards on the table, she might not. There is nothing that requires she reciprocate this action.

Only you can tell what your motives are and if they are honorable ones. What I know of how the world works is honorable motives work and dishonorable ones don't, over time.

Thanks for the advice it does help, but I saw her today and one of the first things she said was she is now single lol, I only put this question up yesterday and already its changed, thanks for taking the time anyway
