    U.S. Resident Alien and Child Tax Credit
    In IRS publications, whenever they mention "U.S. Resident Alien"--are they referring to their own definition of resident alien (i.e. someone who passes the "substantial presence test" or has a green card) or are they referring to the USCIS definition, which pretty much means someone who has a green card?

    I am asking this question because I am a foreign national waiting for my green card and trying to figure out taxes again. According to the IRS publication 519, I am a "resident alien" for tax purposes. According to that same publication, my 10-y-o daughter (H4) is also a resident alien. I want to know if I can claim the "child tax credit" for her (for "Citizens" and "U.S. Resident Aliens" only).

    Yes, you can claim the Child Tax Credit is the child is in the U.S. with you for at least part of the tax year.
