Travel Document and Sailing Permit

Hi,

I applied for a travel permit and I left the US, then I received my permit from the US embassy in my country. But when I looked at the travel document it says that I have to apply for a <sailing permit> before I leave the states. I was surprised since the only requirement that I was told of while I was applying for the travel document was that I need to pay taxes. I am planning to come back to the states in 1-2 years. Do you think I should still apply for the sailing permit although I've already left the states? Do you think this could jeopardize my green card and have it revoked although I am still paying taxes.

It probably will not be a problem as long as you can show that you paid all taxes that were due (that includes state income taxes, BTW).
