State Tax as n itemize deduction

Hi,

I am about to file my federal an state tax return. It is almost ready except for few things. I would be filing 1040 NREZ

1) I have $1600 worth of state tax deducted from my paychecks for which I am filing the state tax return. Besides getting most of it back by filing the state tax return can I also include this state tax as an itemize deduction in my federal tax return ??

2)In 2006 $15 worth of state tax was deducted. I didn't fill out any state tax return last year. Should I go ahead and do it now or will it be ok because I don't have to pay anything and its very less amount

Please let me know as soon as possible

Adding to my questions,

I am already getting that India-US treaty itemize deduction of $5300, should I add my withhold state tax in it and mention that total as an itemize deduction ??
