Michigan Taxes

Can rent be written off using 1040cr for a person who doesn't or hasn't owned property?

I have a number of Michigan clients and I have NEVER claimed a renter's credit on that state return. Comments on this post karlnich disagrees: you're wrong, check MI-1040cr. see line 8. I've claimed my rent for years. thanks
