F1-> H1B from China, Second year

Came to US 2002 from China. F1

Got a H1B Aug 2005.

1. I got confused about the treaty exemption on me. I believe i have to fill tax form 1040 as a resident 2006. My question is if i am eligible for $3300 personal exemption and $5000 standard exemption both.

2. I live in PA. So, I am supposed to pay local tax to city, right? Just heard someone got local tax free from first 3 years of H1B.

Is there anybody could do me a favor with my tax case. It almost screw s me up this week!

Thanks in advance.
Tony
