Capital Improvement

Is having my house painted considered a capital improvement in NY state? Am I required to pay sales tax if I purchase the paint myself? If I buy and install new base moldings to improve the appearance of the room being painted, can this be considered a capital improvement and can I purchase the base molding tax free?:

Repainting your property inside or, fixing gutters or floors, fixing leaks, plastering, and replacing broken windows are examples of repairs.

If you make repairs as part of an extensive remodeling or restoration of your property, the whole job is an improvement. In that case, you should capitalize and depreciate the repair costs as the same class of property that you have restored or remodeled as discussed above.

On a house property, unless it is rented, cost of improvements increase your cost basis. No depreciation or deduction for repairs in available on home property.
