    Can a non-resident alien contribute to an ira?
    Can a non-resident alien, who is married to a US citizen, both living overseas, contribute to a traditional IRA?

    Yes, no problem, if you file jointly with the U.S. citizen and the joint return shows income subject to U.S. income taxes.
