I didn't receive my 2007 stimulus check. Whom do I contact about the 2007 stimulus check?

If you were eligible on 2007 return, then you should call IRS.
You may get if when you file your 2008 tax return as Recovery Rebate.

I didn't receive mine either. But, I'm thinking that I might not have received it because I still owe on the taxes for that year.

Could that also be a possible reason not to receive it?

If you owed back taxes, then the Stimulus Rebate WAS confiscated to pay those taxes,
