Financial Aid for high school student summer studies abroad

My daughter has been accepted into a program (People to People Student Ambassador Program). She will be going to France, Italy, and Spain this summer (2008). The cost for the program is 6,000 which I cannot afford. Is there financial aid or grants for international studies abroad for high school students?

I don't think there really are, I was in a program kind of like that when I was in high school, (wasn't TOO long ago), I'm fairly young. and I went to England and France, nd they set up payments, but my parents couldnt find any aid anywhere, they just had to budget carefully.
