80s 90s song re missing people

Hi I seem to remember a music video featuring missing people. The video was for a single by a very popular band at the time. I think it was about a teenager with an unhappy home life (may have been mistreated). During the video photos from milk cartons were shown. After the release of the video some of the featured missing people were found. The name Oliver may have some reference to the lyrics of the song. This video and song may have been released late 80s early 90s. Thanks for you help
