Stolen goods from impounded truck

Hi, a few nights ago my friend was arrested and his truck impounded. He gets bailed out, and gets his truck out of the impound. He didn't notice it right away, but maybe a few hours later, that his case full of dvd's were missing. Maybe $2,000 worth of dvd's. He's pretty sure the impound got it, but they are not fessing up to anything. Is there anything he can do? The impound says they have surveillance 24/7 and their people wouldn't do that. Thanks in advance

hmm, if the truck was impounded, was he intoxicated? if so they could say he does not know when the cds disappeared. also, no one has mentioned the tow truck company could have been to blaim. or the fact that it was a couple of hours later, who knows?? i'm afraid he is out of luck.
