Where I live, you can garnish wages where the judgement/defendant works, if the state/location of the employer has law that approves of it. Go to the small claims court in the community that the employer is located and ask for assistance. A garnishment is a suit against the employer; that is why employers detest them so much (red tape and other potential liabilities).

Apply to the court for a writ of garnishment. Then submit it to the person's employer, bank, etc. If necessary ask for a motion for discovery so you'll know who to provide the writ of garnishment.
