Starting a cookie business

I have always had a dream about starting a business selling my grandmothers iced sugar cookies. We make them for all occasions and holidays and everyone has said for the longest time that we need to start our own business. I live the in the St Louis area. HOw do I find out the requirements to make baked goods from my home to sell. Or is that even a possibility. I want to start with the lowest overhead possible and renting a facility would more than likely be too expensivewhen we are just getting started. Do you have any suggestions on where to begin with the business aspect of this idea. Thanks

I would start with sba.gov and score.org. They are great helps to small biz startups. Also check out the Chamber of Commerce for your town for licensing and zoning rules.
