Can someone advise me on this. Please don't answer saying i have a beautiful skin and I should be happy with what I have got. I need concrete answer. Please!

And where in the USA or Europe can I whiten or bleach my skin permanent?

Oprah looks like she takes good care of her skin and hair, but it doesn't look like she bleaches.
