Brown Skin- Afro-american woman

Hi, I have some hairs growing under my chin and neck. I am presently using Vaniqua and im thinking about laser surgery. How can I find info about seeing a derm. that treats dark skin in NYC or NJ. I also have a little dark line around my nose how can i lightin that up some. Thanks.
