Can a 4 wire 50 amp outlet be used to wire a 3 wire 50 amp stove. The outlet is for a dryer. Please advise.

Because of angle on the plumb cut of the 2x4 I would think the ridge board material would be either 1x6 or 2x6.This would make the bottom of ridge 22.5 inchs above the top plate.

This is just an update.
The short is between 2 outlets which is end of line. Outlet with short is wired to the good circuit in that box other box wired as it was in the past , with 2 circuits.

It sounds like you have a mold problem.
I would remove the grout from the problem area, treat with a mold killer and redo grout. Be sure to give enough curing time before sealing.
