If your on well water? You maybe getting sand at low water, if not well water then it mite be rust from pipes if new pipes ?or how old is washer tub it could be a seal.I am not sure with out seeing...

Could be that the white stuff is pipe dope put on to seal the pipes and is on the hot side of your facuet and not leting the hot side flow letting more cold in takeing longer to get hot water try...
