Well the thing is that he wasn't in her life until she was almost 2 yrs old so I doubt she remembers him and I don't feel comfortable sending her 3000 miles away to be with him for a month or however...

So your telling me that after going a year with out seeing her father a judge is going to make me send my 4 year old 3000 miles away for a month or so... that's crazy... personally I don't think...
