I agree with you any reputable mechanic won't turn the rotors but if you go to a shop and say replace pads only sure there going to do it. And yes it is a very easy DIY job.

Sounds like a loose connection between battery and starter. I would start checking the wiring, you said it sat for a while, it doesn't take much for (wildlife) to find a new home!

Some GM trucks and cars with as little as 5 pounds too little pressure will cause them not to start when cold. Sometimes too much fuel pressure can cause a similar problems with starting.
