why if there is said "free scholarship" I have to pay 5.000 euro enrollment?

I was searching free scholarship in EU, I don't have money to pay for my education, so I tried to find something totally free. On the site of one Italian university is written that they will cut 100% off of the Tution costs, but I have to pay enrollment=5.000euro

Is it for free??? I am not from EU, so I don't know, please, tell me: there are always such big enrollment fees there?...
