financial assistance for a person with a felony conviction (10 yrs. ago)

My son was convicted of a drug felony 10 years ago. He served 4 months in county jail, was on probation for 5 years, and paid all his "costs and fees". He is currently 30years old, wanting to attend culinary school. I was always under the impression that if anyone has a felony conviction, he/she could not apply for any type of government assistance. Any help is appreciated. If someone needs more info., please let me know.
