financial aid

I have custody of 2 grandchildren, one of which has been accepted in private high school.I'm married but my husband is not their grandfather. I have only his income, and just my name is on the custody papers. How come I'm told he makes to much money.Where do I go for help
The childrens parents are of no help or support
