Can they do that?

Ok I have a contract with my university to receive 5000 a year for 4 years, which is one of their offered scholarships.. However this year I was awarded this other scholarship of 4000 from my college.. Now because of that they decreased my 5000 dollars to 3000and they are saying it's ok because im still getting what they promised. But the 4000 dollar scholarship has nothing in connection with the other one as to why I am receiving it.. Can they do that? What should I say to them to fix this or who should I talk to if they give me another useless answer?
