How do I get a Retail License or license to do this in North Carolina?

Such licenses are usually given on a more local level. Like county or municiplaity. I would check with your local Chamber of Commerce about who to contact and what the procedure. is.

Thanks, I'll give it a look-see. I'm in the military and unfamiliar with the local city but shouldn't be too hard to find a Chamber of Commerce and start there.
