Make him a scrapbook about your relationship.. I did that for my boyfriend and he absolutely loved it. Just include pictures and other important things from your relationship. Write down special memories and funny things that have happened to you two. Include anything that reminds you of him and write about how it does. I know this is kind of a better anniversary gift, but it would work as a birthday gift too if you have been together for a little while.
Also.. you could make him a cake/cookies/cupcakes.. find out his favorite.. it would be realy cheap and thoughtful.
If he's an outdoorsy kind of guy, take him somewhere outdoors that he loves and have a picnic.
Cook him dinner
I can't think of anything else right now.. but I hope i helped.. good luck!
