| well, how long has he lived there? you said you noticed him recently. you could always start with a simple "so did you just move in recently or am i just clueless?" followed up by an intro of names irregardless of whether he just did or not and some improv.
heres another thing we did once to get to know our neighbors in the apt bldg... i live in the midwest and we had a big snowstorm. we knocked on some doors of people we knew and people we didnt exactly know so well, and had an improptu party at the floor lounge. sat, drank, ate delivery, and watched the cars get stuck in the snowbanks for a few hours.
now, you dont have to wait for a snowstorm. are there other people in the complex you are friends with? sometimes you know nobody else really, so you could always have a little get together at your place with a bunch of friends or coworkwers or whatever to celebrate, hell, happy-fourth-friday-of-whatever-month-it-is-day, and slip him an invite. granted, you might throw a party and he might not come. so what have you lost? you've taken a chance, youve initiated contact, and you get a party in defeat. or he buys a clue and comes by to see what is what. even if he doesnt, you might be kicking around in his head, which is really the first step. since hes already wandering through your mind.
