Is he giving me the brush off

Help, I really like this guy, things have been on and off for sometime now. The last time I saw him I messed things up and we haven't seen each other for three week now. I txt him yesterday because I didn't have the bottle to ring him, told him I was sorry and that I was a women, what more could I say. I asked him if I could buy him a drink in the new year and his reply was 'all women' what's that supposed to mean. Should I take it as a no since he didn't say yes to my offer of a drink. I know I'm clutching at straws but I really like this guy but the whole things is doing my head in, would he have said if he had wanted to see me again. Should I leave it and hope he contacts me and should I ring him and find out for sure what he's thinking.

On and off relationships are unhealthy. Is this usually what happens when you two are off instead of on? How did you mess things up?

It doesn't seem like he wants to be bother at this time so you need to back away for a while but again I don't know if this is normal behavior between you two. Maybe you should prepare yourself for this of again phrase to be permanent.
