homeowner's association liens

There are several houses on our private road, and deeds include covenants that allow our
"homeowners association" to assess for road maintenance, and stipulates a lien
can be placed on property for failure to pay. This ends up being about $ 75.00 per house
annually, and a one-time $ 150. contribution at closing each time a property sells.
A fairly small amount individually, except we have to cover and split for those hot contributing.
Is there any way to attach a late penalty to lien-- or do we pay year after year
while the "deadbeats" don't--with only a few hundred dollars in liens to pay back should
they ever decide to sell--what will motivate them to pay their fair share annually?
Any advice welcome!

I assume your association retains lawyers ? Is there any way to attach a late penalty to lien ;yes ....the collection is the tricky part but I wouldn't wait until they sell and close to make them anti-up . They have to be treated like the welshes they are . Show them no mercy. I recall in my days of living in town houses that the monthy fees were always padded to cover for those who were in arrear . It was one of the most annoying line items on a budget that would annoy me anyway. Good luck .

Make their lives miserable . Publish the names of those who are not paying up in a monthly newsletter (this works well if you are in a large homeowners association) .
