HOA or Insurance Co. who is at fault?

There was a serious storm this past August at my home. I believe it caused my roof to leak because prior to that I never had any visible damages INSIDE my condo to my knowledge. I happened to go out of town that weekend and upon return my roommate had a bucket and towels on my couch. I have a two story condo and have always carried insurance which only covers the inside. I called my insurance comp. promptly and they assingned a claims person to come out immediately. To make a long story short, he saw all the damages, took pictures, and said I had a claim and that he would be calling the HOA since they were responsible for any outside damages. I told him good luck because my HOA were TERRIBLE with assisting anyone who called. I do know for a fact that I did call the HOA and they sent out their cracker jack workers and they came by my door and said they were to repair the roof. For all I know they did. Anyway, the claims guy could never get them to respond and when they did they claimed that they only did siding and did NOT repair any roofing at my unit. Overall my claim was DENIED due to negligence on the HOA and the insurance company now send me a letter stating they are going to drop my insurance in 90 days and this is my first claim ever. WHERE DO I START? HELP!
