Evil Sister to Evict

My mother in law died a year ago The house was left to her 5 children(4 sister and 1 brother). They haven't change the deed yet their deceased parent's names are still on it . My husband is the executor of the estate.The will states that any of her children can reside at the home as long as they pay their share of bills, pay to the up keep, ect. The problem is that two of his sisters are living in the residence: one sister(she moved in when their mother got sick about 1 1/2 ago) is trying her best to pay her share of the bill(utilities, taxes, ect.) the other sister has been living their for about 20 yrs even before their mother passed away she hasn't been paying all her share for the last 20 yrs. Even when their mother was alive. We found this out after my other sister in law took over my mother in law's finances when she got sick. His sister and her son do drugs and are destroying the house. They steals stuff from the other sister living there. It has gotten so bad that my sister in law had to put a hidden camera in her room to try to catch in the act. The police are at the house at least 3 times a week for those two. They want her out but don't know what to do. They have talk to a lawyer and he said the only thing to do is to either sell the house and split it 5 ways or buy the bad sister out. Noone really want to sell the house and the other sister isn't able to buy her out.

Can the four siblings who want the fifth one out pool enough money together to buy out the problem sister's share?

If you can't evict the bad sister based on not paying her share of the expenses, then the four other owners of the house might be able to get a loan based on the equity of the house to cover the cost of buying out the bad sister's share. That would at least help raise the capital if the other siblings dont have the cash.

Each of them own it equally at this point, so the good sister shouldn't have to pay all of the cost of buying out the bad sister.

If you don't do something soon, it sounds as if there wont be much of a house left to worry about before long.
