2 family house

My boyfriend is currently renting 1/2 of a two family house. The hot water heater meter and the eletric and gas meter are shared between the two tenants. Is this legal? He is 1 person who works a 12 hour job 6 days a week and the people in the back of the house are 2 people who dont work at all and my boyfriend was told he is responsible for 2/3 of the water and gas and eletric. Is this legal???? I appreciate any responses.

Yes its legal. This was what he agreed to when he signed a lease for the apartment. It may not be fair, but its legal. It could be that his apartment is twice the size of the other apartment and that is what the division of utilities is based on. He can try peititioning the landlord for a fairer disposition. Or he can contact the utilities to see whether they can put in separate meters (with the landlord's permission).
