Trouble installing above ground pool!

I am in the middle of installing an 18 foot round above ground pool. We are up to installing a beaded liner and it bulges at one side. Is this normal? We followed all directions from the beginning from leveling, adding 2 inches of sand, patio stones etc... What have we done wrong?
