solar pool heater performance

Despite warm weather lately, including today, our solar system isn't currently warming the pool. The valves are open, but the water going in and out are both much cooler than they should be (and cooler than the pool itself). Any ideas?

Also, is there a coating you can apply to a solar heating system to improve performance?
