Unlock? Coast spa xml40

We have tried to unlock the panel per the book and it does not work... any sugestions? I have tried a few different manuals inst. And none of them are working... help

New spa arrived yesterday and the motor won't work. We tested everything and power is correct. The control panel comes on and spa tries to Prime but motor doesn't run, can hear the circuit board clicking when you press the jets button to prime.
