Existing pool liner has come off (bought home with pool as is) cement patches needed. I want to just paint the cement and fill the pool. Is that doable, or do I need the pool liner.

Does anyone know where to get bags to replace the ones that came with the pool steps? Our bags fell apart and no one seems to know where to get replacement ones. Is there an alternative to sand?
